FUNCTION Initialq (NodeInfo Info, FuncParam Dummy)

Verifies that the calling NodeInfo structure is assigned to a master processor, and then calls qinit(Info) to set up the grid's initial conditions within Info.

This function sets the bearez global parameter FinestLevel to ROOT_LEVEL.
