FUNCTION GridFlagRatio (NodeInfo Info, INTEGER() mBounds)

Returns the ratio of cells in Info's grid that have had their error estimation flags set, relative to the total number of grid cells in Info. This is calculated using an integer array mBounds(!MaxDims,2).
